Overall, the actions taken by the Council for sustainable economic growth of the Shire towns includes- Updating tourism as well as economic growth strategy Developing new strategies as well as plans according to needs of communities that encourages growth in the economy Ensuring that all plans and policies are updated for maintaining development in Shire Monitoring population projection as well as data regarding Sire assisting to make informed decisions Seeking and applying for the grant funding in order to support retention of the existing heritage building The leading role of the Council in Shire and rising demands on the resources reflects the requirement for enterprise to assure that its workers are skilled for delivering services in efficient manner. This strategic plan adopted by the Council helps to achieve their target and this in turn supports economic growth (Prior and Herriman 2010). The vital part of the Councils strategic plan includes effective consultation as well as communication with the Shire communities for establishing their needs, providing relevant services and improving service delivery. Another goal of the Council is to improve the climate where the existing enterprise operates (Olg.nsw.gov.au. 2018). For this they adopted effective strategy for promoting professional as well as positive culture within the enterprise. In addition to this, the council also pursues several initiatives for building strong team and ensuring safe environment in work. This in turn helps to attract and retain workers in the enterprise. H owever, the actions taken by the Council for promotion of job involves- Developing partnership with the job network agencies for identifying employment opportunities Researching and developing opportunities mainly for traineeships. The effective management and service delivery will be the main focus to action these strategies in to order to assure sustainable economic development (Barbier and Markandya 1989). It is thereby important that the Council maintains strategic planning processes for identifying priorities as well as funding needed for development of the economy. This strategic plan will include effective leadership programs for encouraging greater involvement by the people residing in these communities and also support the councilors by giving access to the information in order to make effective decisions regarding promoting jobs and stronger economies. Additionally, they also provides opportunities to the residents for acquiring highest education and motivate traineeship participation through proper communication. Strategic position of Central Darling Shire Council at present years Recent evidences reflect that the Council has been unable to implement few programs for improving the communities, which in turn adversely impacts on the sustainable growth of the economy. The Central Darling Shire Council at present focuses on the annual financial survival despite planning for longer period. Furthermore, the management plan presently provides restricted budgets of town and hence this impacts the infrastructure development. Review of other processes of the Council involving development of plans necessary for underpinning the resource strategy recommends that effective work is required to be done at present years (Centraldarling.nsw.gov.au. 2018). The Council currently demonstrates bad civic leadership highlighting conflict between the managers and councilors and also superseding failure of the corporate bodies for understanding their role. It has been evident from recent facts that the Council at present is transfixed by restricted annual plan. The main causes of pre sent position of Council basically stems from financial uncertainty and adherence to past practices. Recent study also reflects that effective strategic planning has been the major problem confronting this Council. Lack of financial certainty is highlighted in limited infrastructure development of community and badly developed management plans. Moreover, absence of effective financial certainty measure impacts on the development of communities and economic growth. In addition, the council in recent years does not have proper capacity to implement integrated planning framework. It has been suggested by McCausland and Vivian (2010) that, the council should review their priorities for allocating resources, so that the funds are effectively allocated to commencement of strategic plan of ensuring sustainable economic growth. A new reporting as well as planning framework for the local government of NSW has been initiated for improving councils long term strategic planning regarding development of the community and enhancing economic growth. This new framework aims to enhance sustainability of communities by motivating councils, state agencies and residents to work together for the long term strategic plan and effective delivery programs. The strategic plans will also be supported by the resourcing strategy that involves long term asset management plan, job promotion strategy and financial strategy for sustainable economic development. Recommendations The councilors as well as staffs works together to make a management plan for the development of the Central Darling Shire and ensuring sustainable growth of the economy. It has been indicated by some councilors that the communities are not consulted while making this strategic plan. However, it is suggested that the consultation process must take place in order to make sustainable economic development. In addition, the Council has several legislative responsibilities regarding their role as an employer. According to the review that is conducted on certain aspects if the councils practices on workforce relations highlights that relatively less number of employees are struggling to offer adequate level of services to the communities. The main reason behind this is the inability of the council to attract qualified as well as experienced staff. However, it is suggested that the councils should implement effective strategy for promoting jobs in order to attract skilled staffs. Furthermor e, this council basically does not have well structured training and development program for the councilors. As a result, it creates several difficulties for the staffs to develop long term strategic plan for sustainable economic development (Centraldarling.nsw.gov.au. 2018). Thus, the Council is required to adopt methodical training program for the councilors in order to provide them proper knowledge about their roles. This however will lead to stronger economies and enhance economic growth. Overall, the council should change their plans as well as policies for ensuring sustainable growth in the NSW region Conclusion From the above study, it can be concluded that the strategy adopted by the Central Darling Shire Council for promoting stronger economies as well as employment and ensuring sustainable economic growth had not been highly effective. However, the Central Darling Shire council are still now working with other councils for developing better strategy in job creation, making stronger economies and ensuring economic development of the Shire towns.
